FISH BALLS INGREDIENTS:
2 cups flaked fish
4 tbsp flour
fresh or evaporated milk
2 tbsp kinchay or spring onion stalks, finely chopped
oil for sauteing
sugar
soy sauce
vinegar
salt and pepper to taste
